L’Arxiu històric comarcal de la Ribera d’Ebre té en compte la presència i la importància d’una edificació pública en una trama d’illa urbana i d’alineació al carrer, la situació en cantonada de la parcel.la i l'organització clara i el programa funcional de l’edifici. Es tracta d’un edifici compacte de tres plantes de formigó vist encofrat in situ.
La volumetria de l’edifici correspon amb el programa funcional i a la seva funció d’arxiu. La façana exterior segueix les alineacions establertes, té grans dimensions contínues per donar presència exterior a l’edifici públic enmig d'una trama urbana d'illes de cases i una opacitat marcada per aconseguir millor control de la il·luminació i vistes en els dipòsits d’arxiu.
L’edifici incorpora un espai semi-públic semi-privat del jardí interior que actua com un vestíbul a l’aire lliure ja que quan l’edifici està obert és una prolongació de la vorera i quan està tancat és un pati interior. Aquest espai permet la situació en L dels cossos construïts permetent la il.luminació a nord i indirecta. També el mur de tancament exterior permet el reflex de la llum solar del migdia a l'interior que dóna sol directe a una parcel.la orientada a nord.
Dins la façana exterior compacta l’edifici i al costat del jardí interior s’organitza en dos cossos: un de més alt que conté els dipòsits d’arxiu i un de més baix i separat de l'anterior que forma la part d'accés públic, més obert visualment i fàcilment relacionada amb l'exterior, permetent la relació visual amb l'interior de l'illa i la il·luminació del pati interior.
The Regional Historical Archive of the Ribera d'Ebre takes into account the presence and importance of a public building in a plot of urban island and street alignment, the situation at the corner of the plot and the clear organization and functional program of the building. It is a compact three-storey concrete building seen formwork on site.
The volume of the building corresponds to the functional program and its archival function. The exterior façade follows the established alignments, has large continuous dimensions to give exterior presence to the public building in the middle of an urban plot of blocks of houses and a marked opacity to achieve better control of lighting and views in the tanks of file.
The building incorporates a semi-public semi-private space of the inner garden that acts as an outdoor lobby as when the building is open it is an extension of the sidewalk and when it is closed it is an inner courtyard. This space allows the L-shaped position of the built bodies allowing north and indirect lighting. The outer enclosure wall also allows the reflection of sunlight from noon inside which gives direct sunlight to a north-facing plot.
Inside the exterior façade, the building is compacted and next to the interior garden, it is organized into two bodies: a higher one that contains the archive deposits and a lower one that is separate from the previous one that forms part of public access, more open visually and easily related to the outside, allowing the visual relationship with the interior of the island and the lighting of the inner courtyard.
